99 Passat Won't Start

Hi,

I have had some problems in the past with this. When I get into the car to start it I would turn it all the way to start and nothing would happen. I would take the key out and move the steering wheel around and hold it in different positions and it would usually start.

Now, no matter what I do it won't start. I also noticed that the radio and lights come on with the first click of the key, but when I turn it to the next spot and the windows, fan, etc would normally come on they don't have any power. Unfortunately, my sunroof was open the last time I drove the car, and now I can't even get the window shut!!

Is this really a problem with some sort of interlock device between the steering wheel, shift lever, and ignition?

my 99 passat V6 manual had a passenger window go off track. after dismanteling the door panel & switches, now it won't start. did i engage a security system? if so, is there soem sequence in order to disarm?
