2000 crown vic 4.5 amp draw?

I have a 2000 crown vic police intercepter with a 4.5 amp draw the draw goes away I pull the #2 fuse under the hood Its for Generator starter relay fuses 15 and 18? I just replaced my alternater thinking that might be it but there is still a draw. Could my starter be pulling the power? could i have gotten another bad alternater? any other things to test? any help would be great.
