No instrument lights & Driver door chimes until started

1992 Olds 88 Royal, All warning lights etc on at start up, dome light all other interior lights work(yes I have the dimmer switch turned up), however there is no instrumentation lights(speedo radio etc. none work)
Driver side Door chimes when open and continues until its closed or ignition turned to accessory or engine started. these symptoms started simultaneously.
Replaced Fuse #21, no effect.Played with relays under right side interior, and firewall, no effect.
Had replaced flasher several months ago, maybe loosened connection under dash and it finally crapped out. Anyway was wondering if anyone has similar experiance or solution to this problem??
