'01 Exp. No Rear Shocks?

I Bought A Used Expedition 01. I Noticed It Has A Spring On Each Side With A Hole Up Top And Down Below Where A Shock Could Possibly Go. Is There An Upgrade Done To This? Maybe A Lift?
