91 Cutlass Problems.. 3.3L

I have a 91 Cutlass with a 3.3L in it. its my first car and its been a great car. But im having problems with the brakes being REALLY sticky. When i step on the brakes the rear end drops and it comes to a stop real quickly. Im also having a problem when I stop and put it in netrual I have high idle problems. It sounds like some ones steping on the gas and reving it up but I wont even have my foot near the gas. With the brakes they also release REALLY slow they seem really sticky. Some one help me! I hope its something I can fix in my drive way cause im onli 15

Are you even allowed to drive by law? Look, the drums are probably out of round inthe back, and the shoes are probably worn out... you might even have a leaky wheel cylinder, because brake fluid on the shoes can cause grabbing...

ask your parents about these parts.. or have an adult help you out with this process... you have to be safe!!! As far as your idle problem, you need to locate your idle air control valve... first learn what it does if you dont already know, and then learn how to remove and inspect it. Again, make sure you do these things in a safe manner and let us all know what you come up with
