I am currently researching for a car kind of around your price range and frankly, i'm can't decide between an audi a4 1.8 turbo (98-02) or a wrx wagon (02-03). From what i researched they are pretty reliable when taken care of, can be made pretty freakin fast, luxurious, and is safe so good on insurance for the most part. Parts cost isn't that horrible but labor to work on the car is. wrx cost a little more but more stock power, just as reliable if not more and cheaper maintenence. Both great awd 4 bangers.

My understanding is Audi tends to be cheaper on insurance as they have good safety features on their cars (quattro awd, abs, more airbags). I don't really know for the rest but i would think the rsx would have the highest rates of the bunch. A wrx will put you close to your limit but is still worth considering.

Audis are usually pretty expensive to insure from what I've heard. I would imagine the Accord would be the cheapest to insure...if it's 4-door you'll save more too.
