where to order paint with a reasonable price? 99 civic

I do find lots of sellers online who sell civic parts. But none of them have paint...

Further, it seems like the color of this model is kind of special. I doubt there exist any generic paint for it ...

Look in your yellow pages under "Bodyshop Equipment and Supplies"
Any name brand company will have a economical 2nd brand usually
by the same mfg'r.
It's not used to get perfect matches, but for a overall paint job
it's a good way to go.
You have to first decide what kind of paint you want.
Single stage urethane, basecoat/clearcoat, etc.
If you buy a name brand basecoat you can use a discount clear.
There's lots of options.
then there is the custom paints, like from "House of Kolor"

Actually, an overall paint could be expensive. I just need to repair some scratches though.
I just can't find color code on my 2nd car... The color code tag was ripped off...
