i found a third gen camaro with a 305 and called the person about it she said that it had a newer engine than stock and it has 80,000 miles on it but the odometer says 49,000 so im assuming 149 on the body and frame didnt check for any rust throughs but assuming again from the outside it looks clean couldnt see much inside to dark the only thing i seen was it does have a little bumper paint missing anyways i called and asked also because it is a t-top if it leaked she said yes could this be a simple prob of just replacing weatherstripping or no and i asked how much she said 1,700 good deal or do i need to do more research?

Ahem... PUNCTUATION! That is one of the longest sentences I've read in here in a couple of months. DAMN!

What year? Stick or Auto? Tire have tread? Brakes have pad left? Is it clean inside the engine bay or is it all crapped up? What's the interior like?

Think of it this way... If you pay $1700 are you going to have fix anything that's broke? If so I'd try to knock them down a bit. But it does depend what options it has, what all is wrong with it, and what you're planning on doing with it. $1700 doesn't sound too bad for a later 3gen in ok shape.
