Lightbulb wiring problem

All right guys I need some Technical advice before I continue to tear apart my dash and into my wring harness. Well My 94 accord Speedo is on the frits. I removed the VSS and checke to se if it was wroking and also trouble shoot and check the wires.
here is whats going on
The vehicles speedo pegs out all the way as soon as you turn on the key. now at times when driving it it will operate normally then jump all the way pegged out. While shooting the wires I found a constant 4.6 volts running through the ground wire that goes to the VSS plus when I even unplug the VSS the speedo still does teh same thing. I need some one advise at were to llok for this short. is there any one on here that know the wiring harness and electrical systems on these things that can point me in the right direction.

If I am not mistaken, your VSS should have 3 wires (YEL/BLU, YEL/WHT, and BLK). At KOEO, you should have battery voltage at the YEL/BLU wire and approx. 5V at the YEL/WHT wire.

The VSS intermittently grounds the YEL/WHT wire which generates a pulsed signal that increases or decreases with the speed of the wheel.

The 4.6v you found probably coming from the YEL/WHT wire. Check and see if you have a pulse ground signal at the YEL/WHT sensor terminal when you spain the wheel.
