rust holes

Is it possible to fill in rust holes? This one is below the back door on the passenger side of a corolla. Its just a metal strip, about an inch or two away from where you would place the jack under it. If possible how? Its about an inch to two inches wide.

Bog plus strips of cardboard works well.

As does a welder and a professional panel beater.
