Lock ring in the way!

I attempted replacing a broken turn signal cam in my '92 the other day. I got the SIR module, wheel, and SIR coil off, but I got stumped on what appears to be a small lock ring holding the shaft lock in place, JUST above the turn signal cam According to the manual, it is a lock ring, and it is supposed to be disposed of once it is removed. My questions are 1) Can I find a specific tool anywhere to remove this lock ring and 2) Where can I get a new one? I wouldn't think a local auto parts store would carry such a small, particular item, would it? Thanks for the help and any feedback you can give me on this one!

You need a lock ring removal & installer tool like this one. Click Here You can use the ring more than once, just don't bend or deform it in any manner.

It's been awhile since I've removed one of these so see if this sounds right.
The heavy ring that prevents the steering wheel from turning is spring loaded. You need a way to push that ring in & still have your hands free. That should give you enough room to pry the ring off with some small screw drivers. IIRC I put a large washer under the steering wheel nut then put a couple spacers (180*) between the washer & the heavy ring. Then just tighten the steering wheel nut to compress the spring.
