4Wd not working and light stuck on need help...

I have a 96 rodeo and 4 wheel drive is not working. I can shift it into 4 wheel drive but the front wheels are not engaging I think I have auto locking hubs, as there is nothing to lock them on the wheel.

I took it to a shop and had it checked but they said it was working fine on the lift, but when I picked it up last nite its still not working. I hink the front hubs are not locking.

also the 4 wheel light is always on.

I tried checking the vacume actuators on the front cross member and they dont seem to be activating. but when I send 12 volts to them they click.
