Serious Passlock Problems

It`s impossible to relearn the passlock, the security lamp will not stop flashing, Cylinder lock and ingnition switch are replaced, wiring to BCM ok, voltage from ignition switch changes from 5.0V to 2.8V. the PCM disable the fuel injection every time. I´h tried everything I´h read in this forum with the key in on position for over 30min, but it´s still flashing. Can it be a failure in the BCM?

The car is a 1999 alero 3.4

The car is a Chevrolet(Oldsmobile) Alero for the eu market. 1999 3.4 GLS Alero. 60.000 miles.
My price $7700.
The repair paid by the dealer $3500. Good for me, but for the dealer??
