Do a compression test and if it checks out ok, and the car needs nothing else major fixed (like AC), I would offer him a little less.

Well...I checked it out today. It looks and runs really well. The AC compressor kicks on and off with the button and it shifts fine. I asked him what his bottom dollar would be and he said if it doesn't sell for $1500 he'd just keep it. Seems like it might be worth it to me...

I would still do a compression test first. If you don't know how to do it yourself, have a mechanic do it for you. It may run you $50, but may save your butt in the long run. Also check for rust underneath where the control arms enter the frame.
