Strange rattle/noise at higher speeds

My parents own an 03 or 04 Jeep Liberty. When you get up to speed, say around 45-50 plus, at strange noise appears to come from the front windshield area. It actually sounds like wires flapping in the wind. We have done many things to seal off air around the windshield but the noise stays the same. Anyone else experience this sound? If you need more info on the jeep, let me know, its very bizzare.
