2001 Conv - RPMs All Over The Place - Engine Revving

I have a 2001 LXi conv that revs up and makes a constant loud high sound like an airplane getting ready to take off and the RPMs are jumpy going from 1500 rpms to 3000 rpms. Almost seems like it won't ever shift into it's final spot! I had the transmission filter and fluid changed thinking the pump wasn't getting fluid because the filter was clogged but this didn't fix it. I have no visible leaks. Any help would be appreciated.
