TB - Heat/AC rear fan-Noise

Got a 2006 TB EXT. When I turn on the rear fan, we get a noise from the engine area. It's a dull med pitched humm.

During the last time at the dealership, I asked about this and the tech told me that this noise is normal. It's the heat/Ac transfer pump and this noise is normal.

However, it's really loud. I mean when sitting at a stop light all you hear is this noise as it is louder than the engine. It's quite annoying.

So I ask - do others have this noise and this loud?
