Reverse lights inoperable

OK, it's freezing outside and my car just failed inspection because the reverse lights are not working. Can anybody tell me where to look to fix this? All the other lights seem to work, but the tail-lights do not come on when I drop it into reverse.

The car is a '97 and has other misc. problems, but none that I think are related to this unless it's a grounding issue.

Well - both bulbs burned out at once somehow. Problems solved.
