92 PA Heater/Floor/Windshield Control???

On our 92 PA the heater air is blowing around somewhere but barely bleeding into the cabin where we need it and in these sub zero temps we need the heat in the right place.

I did find the temp control on the pass side and also a control just above the gas pedal but this doesn't change anything concerning air flow when I move it manually.

On the rare ocassion I get a trickle of heat coming from the drivers side windshield defroster the pass side one will have cold air blowing up.

Is this accuator easy to access? I do need to get this corrected as I can tolerate the cold to an extent but can't put our kids through that.

FYI: A week ago yesterday I replaced the plenum on our 1997 PA... so far so good on that.
