engine wise what is the difference between the v8 with duals and the p 71

No difference at all. They are identical.

Some will tell you that the P71 has some timing changes (more advance) but no one has been able to prove/confirm that. Doubtful that it does given that P71's are designed to be driven hard and too much timing advance would increase the chances of ping under WOT conditions (and few police departments if any are going to spring for Super unleaded fuel).

The current model P71 has more horsepower than the civilian version due to the use of the Marauder-style intake system (which adds a stated 11hp over the civilian model w/ dual exhaust- 250hp vs. 239hp).
