'74 chevrolet monte carlo: make it a show car or race car?

my brother is gettin' my grandma's '74 chevrolet monte carlo for his first car. he will have around $10,000 to spend on hooking it up in such. should he:

a. put extravagant features in it, such as new leather seats, dope stereo system and audio layout, 20" gold wheels, new paint job. etc.

b. worry about the engine, as in adding modifications to it, such as adding turbo, supercharger, racing parts, or even just getting a chevy 305 engine and slapping it on.

c. do a little bit of both.

and, by answering these ?'s here, can someone give me an estimate on the price of a chevy 305? thanx.

Buy a chevy 350 not a 305. More parts for them and they are cheaper to buy/rebuild or do any thing to.

Oh and skip the gold wheels just get some nice 17" Cragar's or something.

the 74 monte carlo looks more like a car to just cruise in than race really.. i personally would make sure it has the power to keep it manly, and then put the rest into making it nice to just... drive, not race (although you could occationaly blow away the civic ricers ;o )
