Well ... there's 2 ways. Or you get a printer that can print white inkt (not so easy to find these days and not cheap at all) or you get decal paper on which you can print with laser or inktjet printer.
Seal the printed area with a sealant to avoid the printed parts to get flushed away by the water and apply them.
Oh yeah ... there's white and transparent decal paper, so you'll have to make up your mind. Sounds complicated but it isn't ... in stead of printing on paper, you print on decal paper and apply them as a regular decal.
