Question Electricial weirdness please HELP

Today we parked our 1996 cirrus and turned off the ignition // everything worked and operated fine before we turned the car off!! Went out about 3 hrs later ( in the blinding snow ) and turned on the ignition, the car started just fine BUT then we noticed that the following electricial items DID NOT FUNCTION AT ALL:
windshield wipers
heater/defroster motor
directional siginals
tachometer
power door locks
power windows
radio
rear window electric defroster

and the AIR BAG warning light was on and stayed on for the first time ever and the oil level warning light was blinking !!

Can't begin to figue out this mess these all can not be on the same fuse circuit -and what is the cause,.was close to impossible and cold to drive home in the snow with no wipers or defroster and heat/ not to mention the turn siginals

I have the same happen on my 95 chrysler and it is the ignition switch return spring doesn't turn key back after starting. I sometimes have to turn it myself just a tad after starting car. I have gotten in to the habit of doing this all the time. (sometime I accidently turn engine off again). I tried to get dealer to fix it but they said there was nothing wrong with it. Same thing they tell me about my transmission when it goes in to limp mode!!
