S10 Fuel pump/ wont start

I have a 99 S10 Xtreme... I drove it home one nite, truck was fine, shut it off and went to bed.. When i got up in the morning to start my truck, the truck wouldnt start... Well eventually we took the box off the truck thinking that it was the fuel pump. Well when you turn the ignition on the fuel pump does NOT turn on, it doesnt make the whistling kind of noise. We checked to see if there is power to the fuel pump and the power supply is fine... the relay is clicking and the fuses are fine.. I put a different fuel pump in there last nite and it still isnt working. For some reason the fuel pump is not starting!! The truck wont start at all, and I dont know what else to check. Can anyone help so i can get my truck going again!!..Thanks
