Steering Wheel Vibration - High Speeds

Can you help? I have a 2003 320 diesel Tourer. At speeds over 60 mph, the steering wheel vibrates, along with the dashboard. It gets worse the faster i go. I have replaced the front discs, and tyres, and both tyres are balanced.

Any suggestions?

Yes it couid be ball joints, but remember that the ball joints are part of the control arm and if I were replacing the ball joints I would buy new control arms with ball joints and bushings already installed.
