944 light problems

the other day my instrament panel lights went out.
I found out that my tail lights went out as well.
Also when i trun the lights off my headlights(that work) dont go down.
I replaced the battery because it was old and i thought that might help.
Im thinking this is a relay problem, or maybe a fuse, I swapped the ones im suppose to out already tho.
any help?

what year is your car? it sounds like it could possibly be a bad headlight switch, especialy if it is an early one.
