Strange Headlight Problem on 97 Catera

Here is the brief version:

The low and low beams do not work. The parking lights work.

I have checked all the fuses and relays under the steering wheel. Working.

Voltage is at 12v at the relay. When you turn on the lights, the trigger terminals go to 12v. So the on/off switch works.

There is no voltage at the connector to the lamps.


I think there may be another fuse between the relay/fuse and the lights, can not find any info on it though. Please help.
