weird problem with my running light in my 1998 Firebird

My driver's side running light went out yesterday. I got a bulb and replaced it earlier tonight. The weird thing is...when I have my headlights down...it works fine...when I raise my headlights the driver's side running light turns off however when I hit the left turn signal while my headlights are raised, it comes on and blinks.

What's up with this? Probably an electrical problem I'm guessing. Is this common?

loose ground that gets shaken loose when lights go up? pinched wire? shorted motor?

Sounds like chaffed wiring issue.
