Vehicle transfer for Ontario, Canada residents

hello evryone, i will try to make this not to complicated.

My mother is looking at buying a car off my sister and brother-in-law. I need to know what is involved in a private sale.

According to my brother-in-law the car is immaculate, in great shape with nothing wrong. However it has been sitting for 2 years.

My first question, What is involved in a safety? Tire tread thickness, brakes , no rust holes, horn , wiper etc., etc, etc.. I need All the etc's filled in.

And since I will be doing the work myself, how do i move this vehicle? The sticker has obviously expired. I know something about a 10 day permit from the ministry. Buy it as is, and then get a 10 day permit to drive it home for repairs before certification and emmission?
