Clutch Master Cylinder

Hello Everyone, I was on my way to work today and a noticed that my cavaliers shifter became really stiff when shifting gears and sometimes it took more than once to shift it into a gear 2nd or 3rd usually. when going home from work it worked fine. I waited for about 4 hours then I drove it to see what happens and it became really stiff and clunky again. So I looked under the hood at the transmission and noticed that the clutch master cylinder's hose that goes from the reservoir to the master cylinder itself had some fliud on it. Is that something normal or do i have a problem.

I do remember when i was cleaning under the hood awhile ago that this hose had fluid on it before and i cleaned it off...

It is a 2001 cavalier if that means anything lol
