Unhappy 95 Aurora won't start or crank

I've had this car for a month. I didn't run when I got it. Supposedly, the previous owner seized the engine. This is what I have done to see if this is true: All lights and bells work normal, just nothing when I turn the key..and I have tried this for a solid month..still nothing. I put in a new battery, it shows 12 volts on DIC. Lights don't dim when I try and start car. The crank shaft does not turn at all when I applied a breaker bar to it. Oil appears to be thin with possible coolant water mixture. I made sure all connections look good. Where is the starter relay located? What about the crank shaft sensor, where is it? The security light comes on and then off after awhile, so it's not the theft device. I did a check bulb to the starter selenoid connected to the positive battery under the hood, and it does light up. I got a small spark when I tried to jumper it. So now what?

If you put a breaker bar on the front of the crankshaft and it wouldn't turn the engine freely (about 70lbs of troque on compression) then you had better head to the nearest junk yard and get a new junk yard engine.
