P0505 Idle Control System Malfunction

I recently installed the plenum gasket upgrade (thank you Hughes Engines!) but now I am getting the code, P0505 Idle Control System Malfunction. It does seem to idle a bit low. Anyone know how to fix this?

P0505 Idle Control System Malfunction

1999 Dodge Durango. Enigine code P0505 still coming up even after 2 new IAC replacements and a computer flash. The truck runs great, drives great, idles great, and is doing what its supposed to. One thing i noticed when i was viewing live data was the TPS percentage never went to "zero" it stay at all times at "10.5%" I can't recall if that is normal. But i don't believe it is. What am i missing?
