New Transmission Problem not already listed

My friend just bought a 1996 Sebring 2.5L. He bought it knowing that it won't shift past 2nd gear. He bought it because we recently had this problem with our Ford Windstar and it turned out to be the Transmission Range Sensor. He though he would get lucky also. We looked and can't find this part in his car. The speedometer works so I don't think it is the output speed sensor. Is there anything else it could be? It has R. 1st and 2nd.
