2006 EX rear window defroster problem?

Hello,

I have a 2006 EX with Navigation that I believe has a rear defroster issues. The top two to three defrosters are not working, so I have frost on about the first top 3 inches of the window.

I see that there are heating elements up in that area but they don't seem to work. They are not the same pattern as the other elements, they are indented. Has anyone else experienced this issue? Or, is this the way they are supposed to work?

the top 2 or 3 lines on the back windshield are the antenna for your radio...
