What should the maximum rpm be for a 94 3.8L sable gs?

I have a 94 sable gs with 3.8L. When the engine speed goes over 4000rpm it shakes and there is a discontinuety, it is not constant at 4000rpm it changes out of control, but there is no problem in idle. Is this normal?
