shaking wheel

i got a 97 Honda civic and at any speed the wheel is shaking really hard. i dont think its unbalanced wheels because that usualy happens at higher speeds only. the wheels arent lose i checked that. do you think its maybe a wheel bearing or what else could it be??

Re: shaking wheel

First:
Jack the car up and spin the wheel, check for trueness.
Also make sure you can't wiggle the wheel in any direction,
checking for loosness.
