Transmission Help!!!!!

I have a 95 monte carlo 3.1. Transmission will only shift from 3rd to 4th. Car takes off in 3rd gear. Also tcc fuse keeps blowing. Reverse is fine. Any suggestions would be great. Thanks Brown1911

By way of the fuse constantly blowing, I'd start with hecking the wiring to the TCC solenoid. If it comes out okay then possibly a bum solenoid.
