Two Questions
I was wondering where the starter enable relay is located on a 95 Buick Park Ave, and also what are supposed to be the correct resistance values on the ignition keys? Thanks

The starter enable relay is buried deep in the dash behind the instrument cluster. You will need to a contortionist, in order to find it.
You have 15 standard resistor keys, the values of which can be found here.Just wondering, did your "X" flush your keys down the toilet?

HA! HA! HA! THATS A GOOD ONE! No, not quite. I was given that nickname. Thanks for that info. My key values are 1127 and 1123. I was thrown off by the decimal on the voltmeter, because it looks like the values are without decimals on the chart.
