t3/t4 turbo set up

what is the deal with the t3 turbo being so inexpensive, is it because of it being so small, and maxing out at little boost, or is it because it is a poorly build piece? if its a good reliable turbo then I'm thinking about going with it for a set up. so if I could get your guys opinions that would be great thanks!!!!
