How do I pass emissions?

I have a 1994 four cylinder Rodeo(recent tune-up) that failed the emissions test. How do I get it to pass?

What caused it to fail? I.e what part of the emissions test did it fail?

Do you mean, which chemical/element that was to high to fail the emissioms test?
