Service Check Connector on 98 Civic

The service manual shows a "SCS Service Connector" pn 07PAZ-0010100. It is used to blink the Malfunction Indicator Light immediately rather than waiting for the two or three driving cycles normally required for some faults.
Question: Is this tool just a short? (My MIL is on again after I reset it earlier with a P1509 DTC).

yes, you can actually use a paper clip to connect the wires
