Parking brake problems

Well its finally winter and i got my car under coated but i step on my parking break and it doesent move so i push really hard and if goes down but it stays down. So i know the cable is siesed i can lock the breaks by pulling the cable from under the car but where it passes from the pedal thru the floor its siezed and i tried putting oil on it and movin it back and fourth but its not loose enught for the pedal to spring back. anyone know a cure or how to disasemble it
