Question Gas cap lid latch, help!

My latest problem with my 99 Bug is the latch for the gas cap will not release. I can hear the electronic cycle, but it will not pop open. Any ideas on what would cause this and what I can do to get in?

The plastic tube guide for the cable that pulls the latch at the gas door is broken or gave up it's rigidness. It now acts like a fractured arm with muscles although injured and flimsy. It needs to be replaced but important is how to open the cover. With a flathead screwdriver wraped with electrical tape wedging the cover to the oposite diection (towards the front of the car) so it would move just a bit. Replacing this you'll need to remove the plastic right rear interior from the deck lid and plastic at the right wheel well area.
