You will have to remove the gauge cluster and move it back over the peg. Can't imagine how it got over it in the first place.
If you get it back over the peg and it does it again and you can't get it to stop you will have to get another cluster, I don't think you can buy individual gauges anymore.
You will need to remove the top half of the steering column cover (3 screws in bottom half of cover). Then remove the 2 screws in the top of the trim around the cluster. The trim snaps in bottom, one snap on each side. The gauge cluster is held in by 4 screws. Just remove the cluster and unplug the connector on the top right side.
Can't tell you how to get into the gauge cluster though, I never had to do anything but remove the cluster.
