96 mtc shifter moves but wont come out of park

I have a 1996 monte carlo with 3.4l auto 4speed. you can move the shifter and it feels like it went into gear but the car wont move. if you rock the car back and forth and move the shifter it will eventually go into drive. when this happens you have all gears except reverse. as soon as you put it into reverse it is like it is in park and wont move unless you put it back in drive and rock the car. can someone help me!!!!!!!!!!

Pretty straight forward that the gear select is completely out of adjustment. Does it create a starting issue?
