96 passlock I ?

Have a 96 Skylark with the 3.1L and a passlock I system. Just a quick question. Will the car still crank, but not start if there is a problem with the passlock or does it disable the starter to?

The Passlock VATS system disables the engine starter if the systems module detects an incorrect, or non existent ignition lock cylinder value at the time of ignition and also, a fuel system shutoff by disabling fuel injector pulse width modulation.
