96 Tracker - Seat Back won't latch in place

I recently aquired a 1996 Tracker 2D. The right seat back was OK when purchased, but now the seat back won't latch in place. Makes it hard for a passenger to ride in. Apparently the same thing happened to the driver side earlier as the driver side has a modification that bolts the seat back in position.

I took a quick look at the latching mechanism, but saw nothing obvious.

Any suggestions????

What a pain ! I have 96 T racker and drivers seat had same problem...looked it over carefully (it worked sometimes, sometimes not) and couldn't find anything broke. Finally took the seat out , turned upside down and still couldn't see anything..got some liquid wrench and squirted all around the movement..(previous owner had spilled coffee and whatever else on it) after a while, after working it with a small screwdriver, it finally broke loose. I guess it had rusted or gunked itself together..works fine now..hope this helps..sl
