1992 Doge Dakota Gauges

I Have A 92 Dakota.the Small Gauge Cluster(gas,oil,water, Ect.) Do Not Work At All. Does The Dash Insert Need Changed Or Is It A Ground Problem.

I would suspect the ground be checked out first. Ohm from the ground conn. in the panel to a good body ground. It should be close to zero.
