No Power to 200 Ford Exp ODB2 COnnector
I have a check engine light on in my 2000 For Explorer so I went and bought a cheap reader that powers itself off of the connector under the console. However, when I connected it up, it would not work. I then measured the power between pins 5 & 16 and i measured 0 volts. So then I popped the fuse cover and found that there was no fuse in the DLC slot. So I put one in and I was unable to get any voltage to this pins. Any ideas on what to try next?

Check fuse #5 and #17 in the interior fuse box.

Also, try between pins 4 and 16 (pins 4 and 5 are both grounds). Can you tell whether or not there is a terminal in the location for pin 5?
As virgamanda mentioned, fuse 17 in the Central Junction Box is the fuse for pin 16 of the DLC. Make sure that is the fuse you installed. -Rod |

Thanks! Went looking and found that the Cigerette fuse was blown! Replaced the fuse and put one in 5 and I got the codes P0171 and P0174 -- System To Lean Bank 1 & Bank 2. What do I need to do to fix this?

Look for a vacuum leak.

Per the factory service manual, for code P0171 and P0174, check the following:
- Air leaks after the MAF.
- Leaking gasket.
- Oil overfill.-Rod |

if you have a 4.0 sohc engine it is very common to have a vac. leak at the intake manifold gaskets ( lower and upper ) Ford has a nice little kit that has both sets of gaskets and also cam chain tensioner ( kit was part of a service bulletin) This will give you lean codes for both banks and like I said is very, very common
