Angry New owner

I just bought a 95 Cougar and got ripped on the deal but but i am having staring problems. Dont get me wrong it stars but sometimes I have to let it crank for 10 sec. or so. some times it takes a second try but always starts and runds pretty goof after the fact but what could be causeing that without sinking to much into it seeing as ive put $500 into the front end and $1000 redoing the rear end. I tried replacing fuel filter but nothing. Could it be the choke, wires , maybe tuneup throttle does stick very little. Please help
